Cook the lo mein noodles according to package directions. Drain and set aside.
In a bowl, combine the beef with 1 tablespoon soy sauce and 1 tablespoon cornstarch. Mix well.
Heat 1 tablespoon of vegetable oil in a wok or large skillet over high heat.
Add the beef and stir-fry until browned, about 2 to 3 minutes. Remove the beef from the skillet and set aside.
Add the remaining 1 tablespoon of vegetable oil to the skillet.
Add broccoli florets, minced garlic, and minced ginger. Stir-fry for 2 to 3 minutes.
Add 1/4 cup water to the skillet. Cover and steam the broccoli until tender-crisp, about 3 to 5 minutes.
In a small bowl, combine the remaining 1 tablespoon soy sauce and oyster sauce.
Return the cooked noodles and beef to the skillet with the broccoli.
Pour the sauce over the noodles, beef, and broccoli. Toss to combine and heat through.
